Excuse my ignorance, but seeing the new update, how can I get or rent an apartment to live in with my partner? Do I have to search for one somewhere, and how do I invite my partner? I would greatly appreciate any information.

Go to the place that catches you eye (university suites, city apartments, etc). You will find either a new option to discuss renting or a place called lobby, where you will find the option to do it.
Once rented, you can invite someone to either your room and bed or as a roommate. Specifics can be found on the patch notes.
