I've visited all the dual towns, but I'm still not able to do the Shared Jurisdiction ruling.

I'm checking if there is anything that can cause this to not function correctly.
Edit I checked and the rulings themselves are working correctly. If you’ve visited all of the Dual towns, try returning to Threshold. There’s some progression there that can be missed if Threshold was one of the towns you visited earlier.
