I started Cinder March, founded a house, and inspected the party and Lumenhold's Quick Services. Food in days and wages due in 7 days make the party costs easy to distinguish. The muster screen also explains why recruitment is unavailable: the retinue is full at 20/20, but stack training still works. The March Levy upgrade gives its cost and required material directly.
One onboarding idea: connect the initial "click the settlement to muster, trade or rest" hint to the Service tab. That tab offers Raider Suppression against Rookery Vale Bandits and explains that a service contract is paid work, not an oath or ownership. An optional first objective pointing to it could introduce the battle-versus-legal-claim distinction earlier, without forcing a tutorial route.
I haven't reached battle or acquired land, so I can't judge squad control or whether the wider systems connect yet.
