pedophile is specifially the attraction to REAL KIDS, with psychologists even going out of their way to say fictional content cannot be used when diagnosing the disorder. loli means "cute, petite, and/or doll-like female character", traits that makes them look young, not kid or any other version of children. so no, lolicon and pedophile are 2 completely seperate and distinct terms with people going out of their way to keep them seperate.

lolicon also isn't considered csam under US law, or in over 70% of the world. most nations that ban it actually ban all adult content, and the few with laws specifically against loli actually give it a seperate classification from csam. This same precedent was reiterated in 2004 when people tried to use the 2003 protect act for depictions involving cherubs, with it setting it as part of the first amendment protections. That is federal law, WHICH APPLIES TO EVERY SINGLE STATE IN THE US.
