The Toll-Keeper is eating way more people than I expected so I'm going to make him a bit less mean before the voting closes, the rules allow balance fixes. If you give it another go: he tells you one turn ahead which row or column he's going to tax, so the trick is to stand somewhere else and let the shades pay the toll instead of you. And if you cover the lantern before hitting him the blow counts double.
