Minami requires at least 30 days passed before she moves in. You need to complete Samantha Wedding in one form or other before you can meet Emma. If you want to date both, make sure Samantha gets married but ends up divorced and don't tell Emma you love Samantha.
How many calls have you gotten from Minami? You should get two, then have the option to tell the housemates about it, and then clean the attic with Minami moving in 4 days later after the second call. As for Sam, which path did you take? Sam will only introduce Emma after you have completed the Wedding, and Emma is only datable if Sam was married.
Go to the Bakery anytime Sam is there with at least 65 LP, then make sure you've already searched the four spots in the Dream Girl storyline.
As for Minami, I've not had that happen before as the triggers are all automatic, but I think you have to be at home in the living room on a certain time for her to show up at the door.

I was able to fix Minami, though Cassidy left the game the next day, as per her event. As for Emma, the girlfriend flag is set for Sam, so not much can do about that. Emma won't be datable at all, unless you restart and take path B then branch to path D.
I sent the save file back.
