I'm not sure what you're asking about, but since 'catch' is in there - are you asking how you can capture werewolves (Or other lure-able enemies)?

I think they're asking about when you're stealing in the Northcrest Marketplace and how long it takes for the guards to catch and arrest you. It's really random and rare, and it took me a while of stealing from some dude before I got caught and met Booner in prison.

i had better luck of it happening with lower intellect (or possibly charisma can't remember been a long time one of the two) after a certain point it became impossible to get caught
