Short version: the jam opens Nov 1 at 21:37 UTC (1:37 PM PST), the theme is announced then, and you have until Dec 1 at 1:37 PM PST. Make the game during November with any engine or language you like, keep the source in a public GitHub repo, then make an itch.io page for it (Upload Game at the top of itch) and press Submit on the jam page before the deadline. You can update it right up to the end, so upload something early. AI isn't banned, but the submission form asks if you used it, so just answer honestly. Good luck

As far as I can tell, yes: the Game Off page doesn't mention AI at all and says to use whatever languages, engines or libraries you like. On disclosure, the host (Lee Reilly) said in the "separate AI generated games" thread here that this year's submission form will have a field for whether AI was used. So fill that in, and since the repo is public anyway, a short note in the README on which parts were AI-assisted doesn't hurt. Heads up if you jam elsewhere too: Godot Wild Jam and LÖVE Jam ban AI outright. I wrote up the rules of the big jams here (my site): https://indiebots.ai/guides/game-jam-ai-rules/
