Where is the gas generator? IS it in the maze or outside the maze? I'm not sure where to look.

Does anyone know how to get the teleportation ability in stratum 3? I assume it's in the gassy maze, but I don't see how to get through it. Am I missing something?

Does anyone know how to get here? This is the last part of the game I haven't discovered yet and I am at my wits' end to find this place. How do I get to the new area?
