did you talk to Lucy and then go to sleep? the quest starts next morning after u sleep, just party with her and go to hydro pump room

make sure that you are in the hydro pump area (go north west to the sea then go as down as possible until you enter a room). also be in a party with lucy if u want the quest to trigger

Yo im stuck on cotton's progress like Im on 20 love and locked. Idk how to progress any further. Cotton said something but i accidentally skipped the dialogue and since there is no rollback option im stuck. Help me
