Sounds like you're repeating steps and expecting different results. There are a lot of additional options to choose from that lead into story routes for different characters. Have you peeked into the dorms? Have you caught students misbehaving inbetween classes? Have you talked to teachers individually? As you progress in those routes, and grades improve, you'll unlock additional opportunities and progress the story alike.
