Since 30019 is an interrupt and not a response, I tend to lean towards how you described above; being unable to thwart on the main scheme because the crisis icon is still out.

Sp//dr fighting Rhino. Rhino equiped with Enhanced Ivory Horn which requires 3 fist resources to discard. When trying to pay this cost, I was unable to use Sp//dr's interfaces.
