Is it cool to ask people who did not participate in the jam to rate my game via the submission page, or should the ratings only come from other participants?

Really appreciate the time you spent on playing and writing the reply :) So basically you need to figure out if the newcomer's answers are true/false, and if they match the newcomer's knowledge. If you simply go by those metrics then you can usually be 75% sure if they're safe or not. There are ways to know for sure but you don't always get the right questions for that ;)
You can see everything that's already submitted on the submissions tab, here's mine:

This was my first game jam and I had a ton of fun working on it
Hey everyone, I have some good experience developing in unity 2d, and have recently started also making 2d sprites from pencil drawings on paper. I have a broad idea on what I would like to do for this jam, looking to collab with people who can do UI design / use Spine2D (I am only starting out with it) and in general will want to make a black and white 2d story based game with me :)
