Could be, yeah.
It does add to end-game content, and it can be expanded upon to add some horizontal progression.
I don't know anything of game development, but you could cut VIP room, alternating outfits, and minigames from that, and I think it would still add meaningful content.
I feel there is room to integrate the in-game Starmaker platform further into the current version of the game, and I hope some of this could be part of the 2.0 release. The other Stars have been surprisingly absent, so would be nice to actually meet them at some point.

New Location: Neon Row -> "Starmaker Booth"
Here you can have random encounter with the other stars from Starmaker.
Once Anna progress in the story line, she will also be able to be encountered, wearing her Bimbo Outfit.
Possibility for alternating outfits:
Slutty Outfit, Chinese Dres, Hucow Outfit, Goth Slut, Etc.
Possible actions:
Grope her (Anna)
Encourage her to do fan-service (Anna)
Grope other girls.
Random chatter.
Meet and Greet.
Go to VIP Room - with another Star, or with Anna alone, or with Anna and a fan.
Possible minigame:
Camera - take pictures at the right time

Love the game!
Hoping and wishing for a new location at Neon District, "StarCon Booth" where we could randomly encounter some of the other characters from Starmaker.
I would like to suggest adding Anna as a character in her Bimbo outfit when she finally have made Stardom, and give the option to let her "bless" her fans. (extra points if she can lactate ).
Also hoping that there will be added random encounters at "Entrance" if you chose to share, with Ken for example.
Last wish is further content at Temple with Master Zhen, where Anna might randomly visit, if sharing was chosen.

The following is from my wish list:
1. New Location / Area = 'Fan Booth' at 'Neon Row'. Meet up for an autograph (or more) with other Starmakers + Anna in Bimbo costume at her own booth, on designated days, after reaching Stardom (extra points for including touchy fan events as random encounters).
2. Random interactions between Ken or others at 'Entrance' with Anna after starting sharing routes.3. Repeatable and more events at Temple (with Anna and Master Zhen)
4. Random Encounters at Adult Store - customers mid shop, embarrassed or enticed depending on the developed level with them.
5. Encounters that only happens on rainy days
