It only occurred to me while writing that it’s not just about choice between "liberty" and "duty", but also "rejection" (yep, it took me a while to realize that this would be the most obvious behaviour of the hunter's apprentice in this situation, hehe). The horror element appeared pretty randomly. The furry jam theme was "chained". So I started thinking that the main character should somehow be bound and have restricted movement. Then I thought a plot twist was needed. Also, I watched the first episodes of Babylon 5 (unfortunately dropped it), and I really liked the idea of the first aggressive contact between humans and Minbari. And the puzzle came together: it would be good to write that he's not a prisoner of war, but was killed in a previous life, and in this one he's only trapped inside the shell. And that the drakian is trying to exist on the border between death and new life.The theme is terrifying (but one we've already gone through and will go through many, many more times).
I just don't know how to write without hope, hehe. Otherwise it gets really sad even when coming up with bad endings. That's why I softened the ending for the militarist version — so that he still finds like-minded people (maybe someone among the drakians on the station used to be human too, and that's why they could easily get along with humans).

I completely agree—the Republic could have helped those people and even turned the situation around, for example by engineering a new virus strain that would spread to recovered carriers and revert their genotype and phenotype to fully human. But that would’ve required enormous resources: rebuilding the lab, tracking down all the staff—including the lead scientist, who’s either hiding in Kangshar with other escapees or already outside the Republic.
By the way, I’m thinking of someday making something like a Dictator (1982) game about the President. If he juggle the front-line situation, the General’s demands, Tericheva's loyal police, the civilian economy, and invest in science and humanitarian efforts, he could cure the Kangsharans and either make peace with the Empire or adapt to a new society of humans and meta-humans and drive the Empire off Republic soil (with an uncertain future). Some spin-off with modular endings.
P.S. You’re a good person for trying to care for others in such a situation. If I were in that hotel owner’s shoes, I’d panic first, think about barricading myself inside, rush to the nearest store, and try to buy everything—food, boards, anything—not noticing some porcupine-person walking in with me. In my panic, I’d end up as one of the first-wave victims of the disease, hehe!

I've already forgotten the plot, haha!) could have resulted in a dagger in the back for excessive good nature, which could have been perceived as weakness. The city is in chaos, and many are losing the last parts of their humanity, including morality, including the principle of "good for good." And in all cases, handing out food is also debatable: yes, those people are starving, but people in the safe zone are starving too.
