I think I won!  :)  I beat all three levels in the menu, at least, and clicking "next' brought me here

I (somehow) didn't see that there were instructions before I started, but I had a really fun time poking at the systems and figuring out how they interacted .  The UI was really readable and the interactions were very intuitive and well-communicated

The only feedback that I have is that the randomized starting codes could sometimes be extremely unbalanced - It probably would make sense to lock in a certain number of green digits on each country, rather than completely randomize everything, because I had rounds that were impossible (starting with zero greens), while also having rounds which were trivially easy (starting with several countries almost fully green)

I really liked the game though!  Great job!

I actually quite liked it, but its the sort of game where you burn turns because you didn't get any cards you needed. It needed a few more of those modifiers to change numbers you have into something usable, it was quite underutilised.

I managed to beat all the levels, ending up on Level not found, only just completing the good bad and ugly on the last turn by completing each code with the numbers the previous gave me
