Otherwise, what relationship level are Kate and Ashley?

Kate is relationship 1 of 9, and ashley is lvl 24 of relationship. I also didnt see anything about upgrading to 0.19.1 in the FAQ page in the wiki for some reason.

If it is, you can not progress with anything that involves visiting the city. Either wait for next version to be released (it will likely progress the story and lockown is lifted), or restore a save before Lin’s last event (which triggered the lockdown).

What happens when you try to visit the Community College?

The College is open only weekdays during daytime. I think it must be visited in the morning or at noon.

How can I visit the community college? I dont see any option too when I go into the city, and the girls that allowed me to visit are suspended from the school.

ok, so it seems I needed to just progress ashley's story a bit more and I was able to visit the college after a bit. Thanks for troubleshooting with me!
