An interesting story premise.
As a game, are you wanting the player to side with The Architect, or side with the corporations, or perhaps this is more of a neutral artistic commentary on the foibles of technology -- any technology when it meets the limitations and systems of the human spirit?
I think some of the details might need to be reworked a little to be more believable; but I'm dragging the cart before the horse. Are you wanting this game to have a cartoony over-the-top whimsy, or are you wanting more of a real-world gritty political drama?
How deep would you want the characters to be? Is there opportunity for the player to explore multiple options with an untethered moral compass, or perhaps the goal is to focus on very particular interactions to help drive the narrative?
As for the game itself, do you see the gameplay as a gauntlet of sequential challenges, or perhaps as a web of narrative paths, or even a simulation of some randomly selected challenges which increment while the player does their thing to work out the problems and maneuver themselves towards solving the puzzles before they activate consequences? The more complex the design, the more abstract your narrative method will need to be. And the more abstract, the more time required for planning and documentation for your development team.
