He is chilling somewhere in the grass underwater. Just gotta collect it and you may accidentally wake one up.
Edit: Regarding the bait thing, I actually have a plan for their recruitment method to be via that way so you can't fish him up yet.

Not really talkable, but you can fight them as of right now. Although when I get to adding the two settlements for this chapter, you will be able to chat to a few.
