Totally. Being able to submit your game, no matter the quality, is a HUGE achievement.

Only around 15% of people who join a jam actually submit a game. So no matter your rank, if you've submitted a game, you've already done better than the vast majority of people who signed up. (And hopefully you had fun and learned some new things along the way.)
