Do you mean you can't move after the character and the rod disappear ? If so, that is not intentional, but the butterfly should appear, that is intentional.
Ran into a similar lock but with the treasures bunny mom once i found them all and swung back around. Was the first quest I attempted and didn't stop for anything else along the way. Was fine at the fishing bit though.
