Even though the game was simple, it was still enjoyable. The movement and the shooting was nice, and nothing felt too buggy. This is the first game I'm seeing in this game jam that has made a game with Pygame, so it's pretty nice.

I do have a few suggestions to improve the game:

 - The enemy wave spawning is a bit messed up. They all just spawn in a circle, so the player gets surrounded, and always takes a lot of damage.

 - The enemy health increases way too quickly. I'm not sure if it doubles or something, but a bit slower progression would be good.

 - The rapid fire powerups should either stack and spawn less often, or just not be able to be picked up by the player when the powerup is active. It's kind of annoying when we accidently pick two up, and they basically go to waste.

 - The later game becomes a bit boring. Usually, what happens is the enemies spawn, the player gets surrounded, has to take damage to escape, then the player just moves around in circles around the map to destroy all the enemies. This could probably be fixed by a more staggered enemy spawning, and more enemy types.

 - The upgrades could be more satisfying by doing upgrades such as multi shot, or maybe piercing, or make things like when they hit an enemy, they split up. The current upgrades don't really feel much different.

 -  The game also doesn't fit very well into the theme as said by other people.

 - The upgrades also start out wrong, but not much of a problem.

These are all the things I can think of right now. Even though it seems like a lot, I still think this is a great game for a game jam, especially since this is made in Pygame, which isn't like a game engine. I had lots of fun playing it even though it did get boring after some time, the first few minutes of playing it were good.

Overall, I think this is a great game, and you should definitely try to keep working on it after the game jam ends.
