Are the apex relics for inner wildernes far rare than outer or is my luck just being a bit fucky? I usually got apex relics for outers in like 1-2 lives of fighting, but now 10 lives worth of fighting apex of an inner without getting it.

The bestiary record shows apex relic drop rate for an apex beast once you kill that specific one over 25 thousand times, but yeah, it just seems like you've been a bit unlucky. Without going too much into spoilers, I recommend progressing the main story to advance your cultivation, and at some point you'll get to improve your affinities a LOT with a cultivation action, including your Light affinity, which directly improves drop chance.
