Can you explain to me why my partner wants to turn our relationship into an open one? It has happened twice now that he has accused me of cheating with people whose names I don't even recognize, even though I haven't been with anyone else!

If you really haven't 'messed with' anyone else, it may be a bug; At least the accusations.
If your partner has the 'open relationships' tendency, it may still try to convince you from time to time. Not having the 'cheating content' blocked also facilitate that kind of situations. AND remember that not giving enough attention to them, may also trigger that.
Even if you wait for the patch, it may not solve it, since it may me hard coded in your save data. I'd suggest tweaking a bit with cheats enabled, and see if you can alter that partner preferences or likes, see if that forces an update of its status. Save before and right after doing it, if you are gonna try.
