Everyone has a different interpretation, of course! Obviously when I first wrote the line, I didn't mean for it to be overly sexual. I don't think harassment is the right word here because that's a very strong term, but I agree with OP that starting at the chest is a little strange. I believe my reasoning was because I thought staring from head to toe is a little strange, so I picked the most common body part (and one that fit most height differences). No hard feelings on either end, so I really don't mind :)
