Look at game engines first before anything. One I'd recommend is Godot as it's free and works well for 2d games.

As for code help, try to break everything down into as simple pieces as possible. For instance I would describe unupgraded interactions in time stop to be "Once the player has clicked on a point on the screen, start filling bar one at 2%/s and bar two at 4%/s" then if you can't figure out how to do that, look up tutorials on the game engine you are using.

The fight with Lumi is ridiculously easy to make super tedious. 20 armor + High metabolism meant I literally could not die and had to attack her ~1000 times to "win" (Very thankful for auto clickers)

Either her damage should scale up as the fight goes on, or have the player take damage/take more damage if a fight goes on to long to prevent issues like this happening in general.
