Since I have the other Orion submission, I think it's fitting that I go first. I get the sense that you are trying to go for a megagame version of Cluedo. That's what the movement mechanic and tone remind me of.  You have a lot of individual interesting mechanics, but you haven't yet shown how they all tie together. Once you figure that part out, you'll go from having a some ideas to having a game.

Some things to think about: What are the player's motivations? What is their role on the station and faction? What are the different factions and what are their purpose? Why should players work together or against each other?  What is the consequence of inaction? How does each mechanic help the players in their goals or advance the game's narrative? I think you already have some idea of how to answer all of these, it is just a matter of putting it on paper.

I'll need to do a second read of this for a more detailed critique, but for now I will say that this is an impressive expansion on DoW's mechanics. The scope feels like it would fit best in an asynchronous digital format or a game over Discord. It would take a lot of coordination to make a live face-to-face run of this work considering the mechanical complexity and projected player count. If you are going in that direction, you could consider paring down the number of teams or slightly streamlining some mechanics, like the New Eden edition of DoW.

I wanted to create a completely different geopolitical reality for the teams to deal with. By breaking away from how these states are in real life, I had more control in designing their attitudes and points of conflict with each other. It also gave me more space to change where power is concentrated on the map.

Praise SPS for their generous licensing agreement

It looks like the visibility wasn't set to public - should be fixed now
